Arrest made after Pinellas man says he beat another with chain

A Pinellas County man has been arrested in connection with the December beating of another man he was prompted by ethnic remarks.

According to the Pinellas County Sheriff's Office, Phosy Kongmanichanh, 29, faces aggravated battery charges in the beating of James Federighi, 61, of St. Petersburg.

Detectives say Kongmanichanh voluntarily talked to investigators on Wednesday, admitted to the crime, and was subsequently arrested.

Deputies say Kongmanichanh beat Federighi with a chain on Dec. 12 at 3550 58th Avenue North in Lealman.

Kongmanichanh told investigators he became angered after Federighi made ethnic remarks to him as he passed on his scooter.

Detectives say Kongmanichanh got off his scooter, pulled out a chain and began striking Federighi. He continued striking Federighi even after he fell to the ground. Kongmanichanh then left the scene, and Federighi sustained serious head injuries.

Kongmanichanh transported Wednesday to the Pinellas County Jail.

The investigation continues.
